Guidelines
for Salary Actions for Classified Employees
The General Appropriations Bill authorizes the following pay practices
for all University staff in classified positions.
General Increase to Base Pay
Must be allocated annually by the Legislature. Classified staff
will receive a three percent (3%) general increase to their base
pay effective July 1, 2007, provided the increase does not result
in an annual equivalent salary that is above the maximum salary
of the pay band. With the exception of the minimum of pay band
one, the minimum, midpoint, and maximum of the current pay bands
will be adjusted upward by three percent (3%). A current pay band

Merit Increases
Must be allocated annually by the Legislature. No merit increase
was awarded for 2007/2008. Nevertheless, the Employee Performance
Management System remains an important part of communicating performance
expectations and performance results for each employee.
Pay for Performance
The current Pay for Performance guidelines will continue for
the 2007/2008 fiscal year. The following requirements must be
met:
- The employee must have received a rating of "Exceeds
Performance Requirements" or "Substantially Exceeds
Performance Requirements" on a current performance appraisal.
Pay for Performance salary increases should be reserved for
only the most exceptional employees.
- Pay for Performance increases will be paid from existing departmental
budgets. By initiating a Pay for Performance salary increase,
the responsible administrator is certifying that sufficient
funds are available for the increase.
- Pay for Performance salary increases may range from 1 to 15
percent of an employee's base pay, provided the increase does
not place the employee's salary above the maximum of the pay
band for the position.
- No employee may receive more than one Pay for Performance
salary increase during a year.
Bonuses
Classified staff in slotted full-time equivalent positions are
eligible to receive a bonus of up to $2,000, if the bonus is recommended
and approved through administrative channels. An employee may
not receive more than one bonus in a fiscal year. Research grant
employees are also eligible for bonus payments provided grant
generated funds are used. Direct project funds may not be used

Other Salary Increases
For fiscal year 2007/2008, classified staff who are promoted,
reclassified, receive an in-band increase, or have their pay band
reallocated to a higher band will be eligible for a salary increase
from 0 to 15%, not to exceed the maximum of the new band. Salaries
must be brought to the minimum of the higher pay band at the time
the action becomes effective. The 0 to 15% flexibility in the
administration of staff salaries requires careful management attention
to ensure salary decisions are based on reasons that are non-discriminatory
and can be documented and defended by the responsible administrator.
